PART 1: 
Hello my name is Daniel, I am in Cheyenne, WY and I currently work in the Mining sector. My future goals are to continue down the path of improvement regarding all aspects of my job from safety and operations to obtaining my CSP and CIH. 
PART 2: 
I have had lots of experiences with multiple agencies OSHA and MSHA being the most contact. I don’t necessarily have any grievances with them however, MSHA is the one I get frustrated with the most. Here is why, if you have ever been on an MSHA inspection it can take two-three days and looking at every little thing possible on your Mining site. Every single electrical cord to every piece of paperwork you may have. I am ok with that but at the end of the day I don’t feel the agency does a good job at keeping people safe. They focus so much on compliance and work so hard on finding “Something” that it creates friction with a lot of operators. Not once have I ever seen an inspector come out and ask us about our “Culture” or things we are doing “Out of The Box” that are keeping our people safe. It’s all about compliance and nothing more. MSHA hires a lot of ex miners that look at it only through the lenses that they were exposed to in their past mining experience. It’s more of a “Good Ole Boy” auditing club then real safety professionals coming out to provide a service that keeps people safe. At least OSHA provides programs such as the SHARP and VPP to help organizations step up to the next level. MSHA does not have any of that it again all about compliance and nothing more.  
With saying all that the one thing I do like about MSHA more than OSHA is they require trainers to have a “Blue Card” for Part 48 training and all employees must have what we call a 5000-23 form to go on a Mine site. To get a 5000-23 form for Part 48 you have to be trained with someone that has a Blue Card. To obtain a Blue Card you must have so much experience and time underground or surface and be approved. With OSHA I feel they hand out OSHA Trainer cards for 10 and 30 hour like its candy. Most anyone can meet the requirement and its not hard to achieve it. So many people in the safety industry offer 10- and 30-hour trainings because its not hard to get.
