1)Within criminal justice organizations, organizational leaders play a crucial role in strategic planning. These leaders, such as police chiefs, sheriffs, and directors of correctional facilities, are responsible for setting the vision, goals, and objectives of the organization. They develop and implement strategies to achieve those goals and ensure the efficient and effective operation of the agency.
The importance of organizational leaders in strategic planning cannot be overstated. They provide guidance and direction to their subordinates, aligning their efforts with the overall mission of the organization. By creating a strategic plan, leaders define the priorities and allocate resources accordingly. They also foster a sense of purpose and shared vision among the personnel, promoting unity and cohesion within the agency.
If organizational leaders do not have a prominent role in strategic planning, several negative outcomes can occur. Without clear direction from leadership, the organization may lack a unified vision and goals, leading to confusion and disarray among the personnel. This can result in a lack of coordination and inefficient use of resources. Additionally, without effective strategic planning, the organization may fail to adapt to changing circumstances and emerging trends, hindering its ability to address new challenges effectively.
2)Organizational leaders are vital to strategic planning. Each section of the department has its own leaders. For instance in a barricaded perpetrator situation many different leaders would coordinate in order to address the situation. 
In the situation described above there would be a leader in charge of tactics to be utilized. This would likely be an ESU supervisor. There would be logistical component as well. How to communicate with the individual. Could any surveillance equipment be deployed. This would likely be a TARU supervisor. Then theres who would communicate with the individual. This would be a supervisor assigned to the HNT. 
All of these supervisors must provide their particular area of expertise and communicate with each other in order to formulate a plan in which to best handle the situation. Failure to communicate with each other would have them operating independently and interfering with their specific goals. Most situations have either one or many supervisors involved.
