1. Requirement
The policy paper shall analyse a potential policy that could be adopted and implemented at the level of central or state government.
The topic chosen is not be so broad and general that the entire exercise become non-actionable.

4. Policy alternatives and evaluation: propose and analyse two to three alternative solutions to the problem. For each alternative, analyse its strength and weakness.
Description of Alternatives to current Policy
Alternative may include Alternative arrangements for implementation of current policy or changes in current policy including creation new policy
Assessment of strength and weakness of policy alternatives
Support for and opposition to alternatives.
5. Recommendation of a policy alternative: The propose of this section is to formulate an effective policy proposal for the problem and demonstrate that your proposal practical and feasible.
Specify policy recommendation proposed to solve the problem:
How does your policy proposal solve the problem better than current policy or any other alternative.
Also political and administrative feasibility of policy recommended.
