Your investigation of the disappearance of Heather Baily continues, and you are feeling frustrated with the lack of progress. Your application for a search warrant has been denied. The judge has determined that probable cause does not exist to search John Lockheed’s truck. 
While determining your next step, you assign a patrol car to monitor John Lockheed’s movements. At 1 am you receive a call from the patrol officer who reports that John left his house and is walking toward a reservoir about a half mile from his property, carrying a large black trash bag that appears to contain something that is very bulky. The patrol officer also reports that John appears to have shaved his head, as his bald head is shining in the moonlight. The officer tells you that she plans to do a Terry Stop, and that she will let you know the outcome.
Can a Terry Stop can be conducted, based on above facts and what you know so far about Heather Baily’s disappearance? In your response, please note the level of proof required for a Terry stop, and explain what the officer will need to allege to support the legality of a Terry Stop based on these facts.
