The officer executed a Terry Stop on John Lockheed; however, it turned out that the bag John Lockheed was carrying was simply filled with old cans of half-used paint that he was planning to dump in the reservoir, rather than pay to have them disposed of property per his local waste disposal laws.
It has now been almost 24 hours since Heather has gone missing, and you are desperate for a break in the case. That break comes in the form of John Lockheed’s cleaning lady, who calls the tip line to inform you that when she was in the house cleaning that morning, she saw a Dora the Explorer backpack and one small, blue child’s sneaker under the bed in John’s guest room. Remembering the Amber Alert for Heather, she did not touch the items and called the tip line as soon as she left the house.
You now feel confident that this information, along with all the other information you have gathered thus far (the initial witness statements and the facts about John’s appearance) will support a search warrant to search John Lockheed’s house.
